RESULTS -- OCTOBER 4 NORTH MYRTLE BEACH CITY COUNCIL MEETING
The North Myrtle Beach City Council met at City Hall on Monday, October 4, for an Executive Session (5:30 pm) and a Meeting (7:00 pm).

THE EXECUTIVE SESSION AGENDA
included a legal briefing regarding the Cherry Grove Dredging Project, and a legal briefing regarding InSite Conway, LLC vs. Horry County and the City of North Myrtle Beach (Petition for Closure of Bellamy Road) Case #2021-CP026-06090. City Council took no action.

THE MEETING AGENDA
included recognition of North Myrtle Beach COVID-19 Economic Recovery Task Force Members. The North Myrtle Beach COVID-19 Economic Recovery Task Force was formed by City Council on April 20, 2020, and by Resolution, it automatically dissolved on December 8, 2020. The task force existed solely to advise City Council on issues related to economic recovery in North Myrtle Beach in the aftermath of the COVID-19 emergency. 
Areas of task force focus included but were not limited to identifying resources, such as grants, loans, and other financial assistance, available to businesses in the city; establishing general public outreach and information programs; and recommending to City Council possible actions that would aid economic recovery. As part of its duties, the task force reviewed any relevant data, studies, assessments, reports, and evaluations relating to the economic impact of COVID-19 in North Myrtle Beach, Horry County, and SoCOVID 19 Task Forceuth Carolina, and was empowered to hear additional presentations and comments from relevant stakeholders and members of the public.
The members of the task force and the categories they represented included Mendel Bell (medical spa and interactive media), Frank Boulineau (retail), Brandon Cox (vacation rentals), Jim Eggen (accommodations), Johnathan Fussell (hospitality), Joe Gosiewski (residents), Chad Hatley (development, motels, and the Grand Strand Business Alliance), Cheryl Kilday (North Myrtle Beach Chamber of Commerce & CVB), Mike Mahaney (City), Jeff Martini (restaurants and bars), Marc McDowell (banking), Billy McGonigal (accommodations), Ray Sessions (insurance and financial services), and Cathy Weis (residents).
Monica Vehige and Sherill Nielson of McLeod Loris Seacoast Hospital advised the task force.
Cheryl Kilday served as the task force chairperson and Cathy Weis as vice-chairperson.

CONSENT AGENDA
-- City Council approved a special event permit for the October 16 and 17, 8:00 am-4:00 pm, Anderson-Estep Surfing Championship and Wheel to Surf on the beach east of the Cherry Grove Fishing Pier, far enough to not bother people fishing from the pier. Sponsors are Coastal, Adaptive Sports, Adaptive Surf Project, and Northern South Carolina Surfing Association. A surfing contest will be held on October 16, and on October 17 sponsors will take 50 individuals who have disabilities surfing.  
-- City Council approved a special event permit for the 10th Annual Fun in the Sun Classic Car Cruise to North Myrtle Beach event scheduled for November 6, 6:00 am-3:00 pm, on Main Street from Oak Drive to Ocean Boulevard, including the Horseshoe.
-- City Council appointed Tracie Ross to the North Myrtle Beach Municipal Election Commission.
-- City Council passed the first reading of an ordinance pertaining to a petition to annex and zone 0.58 acres on Cenith Drive.
-- City Council passed the first reading of an ordinance pertaining to a petition to annex and zone 0.36 acres on Cenith Drive.

UNFINISHED BUSINESS
-- City Council passed the second (final) reading of an ordinance amending the Barefoot Resort and Golf Planned Development District (PDD) regarding Sea Glass II. Mayor Marilyn Hatley recused herself from participating in the discussion and the vote on this agenda item.
-- City Council passed the second reading of an ordinance amending the Barefoot Resort and Golf Development Agreement regarding Sea Glass II and authorized the City Manager to sign the document on behalf of the City. Mayor Marilyn Hatley recused herself from participating in the discussion and the vote on this agenda item.
-- City Council passed the second reading of an ordinance amending the Barefoot Resort and Golf Planned Development District (PDD) as it pertains to the Townhomes at Barefoot Resort. City Councilman J.O. Baldwin recused himself from participating in the discussion and the vote on this agenda item.
-- City Council passed the second reading of an ordinance amending the Barefoot Resort and Golf Development Agreement regarding the Townhomes at Barefoot Resort and authorized the City Manager to sign the document on behalf of the City. City Councilman J.O. Baldwin recused himself from participating in the discussion and the vote on this agenda item.
-- City Council passed the second reading of an ordinance amending the Barefoot Resort and Golf Development Agreement regarding the Villas Townhomes at the Dye Estates and authorized the City Manager to sign the document on behalf of the City.
-- City Council passed the second reading of an ordinance amending the Waterside Section of the Parkway Group Planned Development District (PDD).
-- City Council passed the second reading of an ordinance amending the City's Noise Ordinance to include certain decibel levels at which noise can be maintained, but cannot exceed, and placing decibel level standards on obscene, profane, and/or vulgar lyrics played within the city.
Based on City staff discussions with representatives of some rental property management firms, City Council will consider making some minor amendments to the new noise ordinance, upon review of proposed edits submitted from the business community. However, the core focus of the newly adopted noise ordinance will remain the same regarding placing decibel-level standards on obscene, profane, and/or vulgar lyrics played within the city.

NEW BUSINESS 
-- City Council passed the first reading of an ordinance amending the Chestnut Greens Planned Development District (PDD) regarding the Amenity Center and entrance.
-- At the property owner’s request, City Council postponed the first reading of a proposed rezoning of 5.65 acres on Hill Street from R-3 to R-2.
-- City Council passed the first reading of an ordinance to close and abandon a portion of Water Lilly Road to make way for the expansion of the North Myrtle Beach Park & Sports Complex.
