City Council met October 19 at City Hall for a 6:15 p.m. executive session and a 7:00 p.m. meeting.

During the executive session, City Council received a legal briefing regarding face-coverings and a legal briefing regarding the Chestnut Greens Planned Development District. Council took no action.

During the meeting, City Council presented a Proclamation in support of the General Federation of Women's Clubs (GFWC) Advocates for Children Month, October 25-31. The North Myrtle Beach Woman’s Club is a GFWC affiliate.

Since the early 1900s, GFWC members have played an intricate role in advocating for the health and well-being of children with prominent clubwomen such as Jane Addams and Julia Lathrop paving the way for the implementation of improved child labor and juvenile court laws. 

GFWC members also educate, advocate and engage in projects concerning the well-being of children via health, social and safety programs by working to ensure protection from harmful situations and by encouraging healthy physical and emotional lifestyles.

The North Myrtle Beach Woman’s Club advocates for children by supporting Tools for Schools, Children’s Recovery Center, the Autism Foundation, the USO United through Reading Program, and more.

Each year the GFWC and its affiliated local clubs in Horry County stand with parents, grandparents, educators, community leaders, and others in emphasizing the important role that children play in our lives by raising awareness about issues directly impacting children.

City Council thanked Caroline Hage-Black for her contributions to the City as a member of the Tree City Board from 2015 to 2020. She recently retired from the board.

City Council appointed 53-year North Myrtle Beach resident Merideth Smith to fill Caroline Hage-Black’s seat on the North Myrtle Beach Tree City Board. 

City Council passed the second (final) reading of an ordinance in the ordinary course regarding face-coverings. The face-coverings ordinance now aligns with the City’s Declaration of Emergency, which expires December 4, unless extended by City Council or unless rescinded by City Council prior to the expiration date. The content of the original face-coverings emergency ordinance, first adopted in June 2020, did not change.

Guidelines offered by the Municipal Association of South Carolina (MASC) regarding the extension of ancillary emergency ordinances call for a total duration not longer than six months without enacting an ordinance in the ordinary course (i.e. a regular, not emergency, ordinance that is given two public readings).

City Council passed the second reading of an ordinance annexing 171.24 Acres on Possum Trot Road known as Chestnut Greens, which will be a Del Webb community.

City Council passed the second reading of an ordinance zoning 171.24 Acres on Possum Trot Road known as Chestnut Greens as a Planned Development District (PDD). 

City Council passed the second reading of an ordinance approving the Chestnut Greens Development Agreement and authorizing the City Manager to sign the Development Agreement on behalf of the City.

City Council passed the first reading of an ordinance proposing amendments to Chapter 20, Land Development Regulations, of the City’s Code of Ordinances.

Currently, the City’s Land Development Regulations specify standards for street design based on the City’s commitment to Complete Streets principles. Occasionally, updates are required to street design standards. Having the street standards within the ordinance makes them difficult to read, use and update when necessary.

Staff proposes a text amendment to the Land Development Regulations to remove Appendix A, Complete Street Design Guidelines from the Land Development Regulations and create a separate Street Planning Manual containing this policy information. Staff also revised all street cross sections to the latest standards for utility/service layout and street tree guidelines.

Under the proposed amendments, any future proposed revisions to the Street Planning Manual would require Planning Commission approval.
