-- PROCLAMATION: General Federation of Women's Clubs Advocates for Children Week, October 24-30

CONSENT AGENDA 

-- MOTION TO APPROVE A SPECIAL EVENT PERMIT: Deckerz Bar and Grill, 90 Hillside Drive, requests approval to conduct The Big Fish Shtick fundraiser for Timmy Ray Davis’ Cancer Fighters on Sunday, November 7, 12:00 pm-7:00 pm.

-- ORDINANCE/SECOND (FINAL) READING: Amendment to the Chestnut Greens Planned Development District (PDD) regarding the Amenity Center and entrance. 

-- ORDINANCE/SECOND READING: An ordinance to close and abandon a portion of Water Lilly Road for the expansion of the North Myrtle Beach Park & Sports Complex. The City owns all of the property on both sides of the segment of Water Lilly Road to be closed and abandoned. Other than the City’s property, there are no other parcels of private property that receive access from this segment of Water Lilly Road. In addition, the Departments of Public Works, Public Safety, and Planning and Development have stated that the portion of Water Lilly Road to be closed and abandoned is not required for public use and convenience.

-- ORDINANCE/FIRST READING: An ordinance to adopt revised flood damage control standards. The City of North Myrtle Beach adopted its last flood ordinance, Article II. - Flood Damage Control, in 1983.  Revisions have been incorporated into that ordinance in the years that followed. To remain compliant with the National Flood Insurance Program (NFIP), the state model ordinance must be adopted or updated with the recommended/required regulations with regard to the last Community Assistance Visit which occurred on July 11, 2019. The revised ordinance will also be beneficial to the City’s standing with regard to the Community Rating System (CRS), which translates to better flood insurance rates for property owners.

-- ORDINANCE/FIRST READING: An ordinance to adopt the revised Flood Insurance Study and Flood Insurance Rate Maps issued by FEMA and periodically updated, to take effect on December 16, 2021. The Federal Emergency Management Agency (FEMA) maintains Flood Insurance Studies (FISs) and Flood Insurance Rate Maps (FIRMs) showing the official boundaries of Special Flood Hazard Areas (SFHAs), the Base Flood Elevations (BFEs), and the risk premium zones applicable to the City’s flood insurance rates. These studies and maps are periodically updated to include better ground elevation data and reflect changes in ground elevations in the floodplain. The most recent past revision to the City’s FIRMs occurred on August 23, 1999. The FIS and FIRMs for the City of North Myrtle Beach have been updated by FEMA and are to take effect on December 16, 2021. To remain compliant with the National Flood Insurance Program (NFIP), the most recent revisions to FEMA’s flood study and maps must be adopted within the required regulatory limits.

-- ORDINANCE/FIRST READING: Request to rezone 5.65 acres on Hill Street from R-3 to R-2. Please be aware that the applicant has asked to postpone this agenda item until City Council’s regularly scheduled November 1, 2021 meeting.
